Ohio Energy Rebates and Tax Credits for Home Insulation: A Guide for Cleveland Homeowners
Ohio Energy Rebates and Tax Credits for Home Insulation: A Guide for Cleveland Homeowners

Ohio homeowners and Cuyahoga County residents who invest in home insulation upgrades may be able to reduce energy costs and tap into several financial incentive programs worth knowing about. This guide covers the current state of federal rebates, Ohio utility programs, and state weatherization assistance that may apply to Cleveland, OH, area residents considering an insulation upgrade.
What Happened to the Federal 25C Tax Credit for Insulation?
The federal 25C Energy Efficient Home Improvement Credit is no longer available for work completed after 2025. The Section 25C credit was eliminated by the One Big Beautiful Bill Act (P.L. 119-21), signed July 4, 2025. Equipment installed after 2025 does not qualify.
Equipment placed in service by December 31, 2025, can still be claimed on a 2025 tax return using IRS Form 5695. If you completed an insulation project before the end of 2025, speak with a tax professional about claiming any credit still owed to you. No new federal home-energy tax credits are currently scheduled to replace it.
What Rebate Programs Are Still Available for Home Insulation in Ohio?
Several programs may still help Cuyahoga County homeowners offset insulation costs.
HEAR and HOMES Federal Rebate Programs
The Inflation Reduction Act funded two major rebate programs: the Home Electrification and Appliance Rebates (HEAR) and the Home Efficiency Rebates (HOMES). These were not repealed by the 2025 tax law and remain the primary federal savings pathway.
HEAR allocates up to $1,600 for insulation, air sealing, and ventilation improvements combined. Ohio was awarded $249 million in HEAR and HOMES funding, but as of this writing, neither program is accepting applications yet. Monitor the Ohio Department of Development for launch announcements before scheduling work around these figures.
Income limits apply to HEAR. Households at or below 80% of Area Median Income (AMI) may receive 100% coverage up to the cap; those between 80% and 150% AMI may receive 50% of costs up to the cap. In Cuyahoga County, the AMI is approximately $111,900.
Home insulation and air sealing play a critical role in whole-home efficiency. Better insulation reduces the workload on your heating and cooling system and, combined with other upgrades, can help qualify for larger HOMES program rebates based on total energy savings.
FirstEnergy and The Illuminating Company (Cleveland Service Area)
Most Cleveland and Cuyahoga County homes fall within The Illuminating Company's service territory, a FirstEnergy subsidiary serving approximately 755,000 customers across Ashtabula, Cuyahoga, Geauga, Lake, and Lorain counties.
As of this writing, only a smart thermostat rebate and the Community Connections program (free energy services for customers at or below 200% of the federal poverty level) remain active. FirstEnergy has filed a Three-Year Rate Plan with PUCO that continues those weatherization and smart-thermostat programs.
Income-qualified Cleveland homeowners may benefit from Community Connections, which can cover weatherization measures including insulation. Contact The Illuminating Company directly to confirm current home insulation eligibility for your address.
Ohio Home Weatherization Assistance Program (HWAP)
The Ohio Home Weatherization Assistance Program is a strong option for lower-income Cuyahoga County households at or below 200% of the federal poverty level. Eligible improvements include insulation, air sealing, heating system repair or replacement, windows, and doors. The program is administered through local community action agencies across Ohio. In Cuyahoga County, the local Community Action Agency can help determine eligibility and connect homeowners with services.
Why Insulation Upgrades Still Make Sense in Cleveland, OH
Cleveland winters are demanding. Homes throughout west side neighborhoods, from Clark-Fulton to Old Brooklyn, often deal with significant heat loss through attics, walls, and crawlspaces. Upgrading home insulation can meaningfully reduce heating bills regardless of rebate availability.
Blown-in insulation, a common choice for northeast Ohio homes, fills gaps and voids that batts may miss. Proper attic insulation and air sealing together address the stack effect that draws cold air into Cleveland homes during the heating season. These improvements may also reduce humidity and moisture infiltration, a concern in Cuyahoga County's humid continental climate.

How Do I Know Which Programs I Qualify For?
Eligibility depends on your income, utility provider, and improvement type. Contact The Illuminating Company or a local community action agency to confirm your options.
Can I Stack Multiple Rebate Programs?
Signs include ice dams in winter, an overheated attic in summer, and high energy bills. A professional can measure your current R-value.
